The local council for Penn, covering bins, planning, libraries and parks. The reception at the Civic Centre is open Monday to Thursday 9am–5pm and Friday 9am–4:30pm. Lower Penn and most of Penn Common fall under South Staffordshire Council and Lower Penn Parish Council instead.

Penn is a three-member ward of City of Wolverhampton Council. The councillors are Stephanie Haynes (Conservative, re-elected May 2026), Paul Singh (Conservative, ward councillor since 2007, re-elected 2024, Mayor of Wolverhampton 2026/27) and Celia 'CeeCee' Hibbert (Reform UK; first elected for Labour, sat as an independent from 2023 and joined Reform in October 2025). The main bus along Penn Road (A449). The 16 runs Wolverhampton – Penn – Wombourne – Kingswinford – Stourbridge, and the 16A runs Wolverhampton – Wombourne via Penn, covering late evenings and Sundays.
Runs Wolverhampton – Blakenhall – Penn Fields – Penn to Wakeley Hill via Penn Road, stopping at Manor Road and Pennhouse Avenue. It runs on selected weekdays and Saturdays, so check the current timetable.
